Mental Health Philippines - The chains of mental illness 2017/2018

In the rural areas of the Philippines, people with mental problems are locked in cages built by their own family outside their homes, closed in wooden barracks or tied to trees.
In the country, about one out of five citizens suffers from a mental disorder, but there is no mental health law. For the most part, these are psychotic patients, 70-80% are schizophrenics. However, the resources to treat them are scarce and there are no doctors: in the country, which counts a hundred million people, there are only 400 psychiatrists, mostly employed in the human resources of companies.
Lack of money to buy medication is another major problem families face and there is often no choice between having to buy food for the family and medicines for a sick relative.
Cages and chains are often an obligatory choice for families, who despite their efforts do not have other alternatives for their loved ones.
Stories seem to repeat from one family to another.
Psychiatric clinics are scarce, they are overcrowded and in very bad condition, medicines have to be paid and many people struggle to find the money even for a first visit.
The result of all this is a large number of people tied or locked up, with no medical care and perspective for improvement.

Now that he is old, he has much more time to spend in the cage with Pedro. Pedro could come out of the cage, the door is not locked. The father says that, after ten years, the son prefers to stay inside.

After moving to Cebu to work on a ship, Arthuro began to use methamphetamine. On his return to his village, according to his parents, he was no longer the same person. Taken to the clinic in Cebu for a few months, Arthuro had begun to show signs of improvement. When the treatment was over and the money available for the medication had finished, Arthuro started to get worse and fell into a state of confusion. Given the lack of money to supply medicines to Arthuro, which in the meantime became violent, the relatives chose to close him in a cage.
Arthuro has been in a cage for ten years, the family is afraid of him, nobody enters the cage; nobody cleans, nobody talks to him. Only once in ten years, two volunteers cleaned the cage and helped Arthuro to take a shower. The mother believes that Arthuro is possessed by a demon and he is completely abandoned to himself.
